Title EPA Settles with Indiana Construction Firm Over Alleged Lead Paint Violations
Introduction EMSL Analytical offers laboratory testing services, sampling supplies, easy-to-use test kits, air monitoring instruments, and personal protective equipment to identify and mitigate exposure risks to lead, asbestos, and other regulated substances.

Indianapolis, Indiana, November 14, 2025

The U.S. Environmental Protection Agency (EPA) has reached a settlement with a construction company in South Bend, Indiana, over alleged violations of federal lead paint renovation rules. According to EPA, beginning in 2018, the company conducted renovation work at 17 residential properties built before 1978 without following the requirements of the Lead Renovation, Repair and Painting (RRP) Rule. As part of the settlement, the company agreed to pay a $10,000 penalty. The firm has since obtained RRP certification and confirmed compliance with federal regulations.

The RRP Rule was established to reduce the risk of lead exposure during renovation, repair, and painting activities in homes and child-occupied facilities built before 1978. It requires contractors to be EPA-certified, properly trained, and to use lead-safe work practices to prevent the spread of hazardous dust.

Lead dust remains one of the most common sources of elevated blood lead levels in children. Young children are especially vulnerable, with exposure linked to irreversible developmental, neurological, and health effects. Renovation activities such as window replacement, demolition, scraping, and repainting can generate dangerous levels of lead dust if proper precautions are not taken.

“Settlements like this underscore the importance of compliance and the serious risks lead-based paint poses to workers, families, and building occupants,” said Joe Frasca, Senior Vice President of Marketing at EMSL Analytical, Inc. “The good news is that identifying lead hazards is fast, accessible, and cost-effective. EMSL Analytical operates a lead testing laboratory in Indianapolis, along with dozens of additional facilities across North America, offering testing for lead, asbestos, PCBs, and other regulated substances. We also provide sampling supplies, test kits, air monitoring equipment, and protective gear to support both public safety and regulatory compliance.”
